West Kazakhstan Region Delegation Discussed Joint Industrial and Educational Projects in Jinzhou
During a working trip to Liaoning Province, China, a delegation from the West Kazakhstan Region met with the First Deputy Mayor of Jinzhou. The meeting included presentations on the city’s history, socio-economic development indicators, and opportunities for cooperation with sister cities.

According to Jinzhou representative Liu Simin, the city produces more than 1,700 products across 33 industrial sectors.
“This experience complements the potential of West Kazakhstan Region in the oil and gas sector. We intend to develop cooperation along the entire production chain — from resource extraction to deep processing,” he noted.
Deputy Akim of West Kazakhstan Region Tilepbergen Kayupov expressed confidence that the sister city status of Uralsk and Jinzhou will elevate interregional partnership to a new level.
“Our region is an important transport hub for the implementation of the ‘Belt and Road’ initiative. Within the framework of the bilateral memorandum, we are ready to expand industrial cooperation and investment ties,” he emphasized.

Deputy Akim of Uralsk Zhandos Duisengaliev presented the region’s investment potential:
“In the current year, investments in fixed capital exceeded 205 billion tenge. Chinese companies have launched the Eurasia industrial-logistics hub and a wind power plant worth over 23 billion tenge. We also intend to discuss other projects together,” he stated.
During the visit, university vice-rectors discussed opportunities for joint work in research, professional development, academic mobility, dual-degree programs, and engineering training. The Chinese side confirmed that 12 universities in Liaoning Province are ready for such cooperation.
According to the press service of the Akimat of West Kazakhstan Region, the meetings resulted in concrete steps to deepen economic and educational partnership between the regions.
