A delegation from the West Kazakhstan Region, led by Akim Nariman Turegaliyev, visited the city of Jinzhou in Liaoning Province as part of a working trip. The city, with a history of over 2,000 years and located near the Bohai Gulf, serves as a strategically important port center and an international trade hub influencing both land and maritime communications.

The delegation toured industrial enterprises and explored modern technologies. The first meeting within the framework of bilateral cooperation was held at the PetroChina Jinzhou Petrochemical Company. Executive Director Yuan Qingbin introduced the company’s history and production potential. The enterprise, with an annual revenue exceeding 30 billion yuan, employs over 6,000 staff. The fuel and chemical complex leads the world in the production of high-strength carbon materials needed for electric vehicle batteries and steel smelting furnaces.

Additionally, the company produces G3 and G5 class electronic technical alcohol for cleaning smartphones and computer chips, reducing the high-tech industry’s dependence on imports. The plant is fully automated through the implementation of digital solutions.

Deputy Akim of the region Tilepbergen Kayupov presented the investment potential of the region and emphasized the importance of economic diversification.

“During the first four months of this year, the volume of investments in fixed capital amounted to 182.6 billion tenge, which is 17% higher than the same period in 2025. We have full potential to further improve these indicators. West Kazakhstan Region has established close ties with five Chinese provinces. Yesterday, the regional center and Jinzhou became sister cities. This step will give a new impetus to bilateral cooperation and business relations,” stated Tilepbergen Kayupov.

At the conclusion of the meeting, both sides agreed to implement joint projects and further expand the partnership.
